A 10-Year Action Plan and Master Plan (2026-2036)
An Inter-University Institution for Governance Efficiency and Resource Optimization in States and Union Territories of India.
I. VISION

To create an integrated, transparent, and data-driven ecosystem across all State and Union Territory administrations by optimizing available resources, harmonizing inter-departmental systems, and modernizing governance structures through academic collaboration, innovation, and technology.

II. MISSION

To establish SOHAM as a knowledge-driven Inter-University Institution that:

1.     Enhances efficiency and accountability of State/UT Departments, PSUs, and Autonomous Bodies.

2.     Promotes inter-state and inter-departmental harmonization of systems and practices.

3.     Modernizes administrative processes through digital transformation and innovation.

4.     Strengthens academic-government partnerships for continuous governance improvement.

IV. TEN-YEAR ACTION PLAN (2026-2036)

Phase I: Foundation (Years 1-2)

Objective: Institutional establishment, baseline assessment, and strategic framework design.

Major Activities:

1.     Strengthen SOHAM Directorate at New Delhi in collaboration with select Central and State Universities.

2.     Set up Regional SOHAM Centres in each geopolitical zone for decentralized engagement.

3.     Conduct Baseline Studies of all major Departments, PSUs, and autonomous bodies in pilot States/UTs.

4.     Develop State Resource Optimization Framework (SROF) - a standard methodology for efficiency audits.

5.     Build Data and Policy Repository integrating existing databases and departmental reports.

6.     Design Training Modules for departmental officers and public-sector executives.

7.     Form Expert Advisory Council including academics, administrators, and technologists.

Phase II: Pilot Implementation (Years 3-4)

Objective: Demonstrate models for optimization and modernization.

Major Activities:

1.     Pilot Optimization Projects in 5-6 key departments (Health, Education, Industry, Rural Development, Urban Administration, and Finance).

2.     Launch "SOHAM Index of Efficiency" (SIE) - benchmarking tool for inter-state performance comparison.

3.     Establish E-Governance and Process Modernization Cells in pilot departments.

4.     Train 1,000+ officials through specialized modules on performance improvement and digital administration.

5.     Publish Annual SOHAM Progress Reports for pilot States.

6.     Initiate Public-University Partnerships (PUPs) for research and innovation at the State level.

Phase III: Expansion and Harmonization (Years 5-7)

Objective: Scale up across all States/UTs; strengthen harmonization and interoperability.

 

Major Activities:

1.     Roll out Optimization Framework to all States/UTs based on pilot learnings.

2.     Develop Inter-State Coordination Mechanisms via SOHAM Inter-University Forums.

3.     Create Digital Interoperability Standards for data and workflow integration across departments.

4.     Introduce SOHAM-Governance Excellence Awards to recognize innovation and efficiency.

5.     Launch Multi-State Policy Research Networks on key thematic areas (sustainability, digital economy, rural transformation).

6.     Establish State-level Modernization Missions under SOHAM guidance.

Phase IV: Consolidation and Modernization (Years 8-10)

Objective: Institutionalize best practices, sustain modernization, and global benchmarking.

Major Activities:

1.     Institutionalize SOHAM Certification System for modernized and optimized departments.

2.     Develop Advanced Governance Analytics Platform (AGAP) using AI and predictive analytics.

3.     Introduce Leadership Development Programs for senior administrators in collaboration with global universities.

4.     Publish Annual "State Modernization and Performance Report" for public dissemination.

5.     Integrate SOHAM Models into national policy frameworks (through NITI Aayog and Ministry of Education).

6.     Foster International Collaborations for comparative learning and technical cooperation.

7.     Comprehensive 10-Year Evaluation and development of the next-phase plan (2036-2046).

V. MASTER PLAN COMPONENTS

1. Institutional Framework

        SOHAM Headquarters (National Level):

o   Located at New Delhi and established under the co-sponsorship of selected Universities; coordination, research, and policy development hub.

o   Houses the Centre for Governance Modernization (CGM) and National Resource Optimization Unit (NROU).

        Regional SOHAM Centres (Zonal Level):

o   North, South, East, West, Northeast zones - each hosted by a major university.

o   Focus on region-specific challenges and innovation exchange.

        State SOHAM Nodes:

o   Embedded within State Administrative Training Institutes (ATIs) or State Universities.

o   Responsible for on-ground implementation and feedback collection.

  4. Integrated Research Database: Repository of studies, best practices, and innovations.

4. Human Resource and Capacity Development

  1. Annual Training of Trainers (ToT) program for 200 academicians and administrators.

  2. Collaborative Public Administration Fellowships for postgraduate researchers.

  3. Specialized Executive Courses on optimization, AI in governance, and performance management.

5. Funding and Sustainability

  1. Phase-wise funding through Ministry of Education, State Governments, NITI Aayog, and CSR partnerships.

  2. Revenue model: Training programs, consultancy, and performance audits.

  3. Long-term sustainability: Endowment fund and project-based collaborations.

6. Monitoring and Evaluation

  1. Five-Year Mid-Term Review (2031) by independent expert panel.

  2. Annual Performance Reports with measurable KPIs:

o   Reduction in administrative overlaps.

o   Increase in departmental efficiency (SIE score).

o   Resource optimization (budgetary savings).

o   Citizen satisfaction indices. 

VI. EXPECTED OUTCOMES BY 2036
